JCS Solutions LLC (JCS) is seeking an experienced Federal Government Proposal Manager to join our team. The candidate is responsible for the management of activities associated with the development of proposals in response to Government solicitations. Works independently to develop proposal outlines, compliance matrices, proposal schedules, and provides direction to cross-functional teams assigned to work proposal efforts. Ensures that the proposal response is compliant, compelling, and completed on schedule while working with the Market Lead/Capture Manager, and Chief Technology Officer to ensure the opportunity strategies, solutions, themes, and discriminators are presented in the proposal response. Ensures that proposals are completed and delivered to the Government within the prescribed times.
Key Responsibilities:
- Manage the overall proposal development process from Pre-Proposal through Post Proposal for successful submission of proposals.
- Coordinate with appropriate internal and external partners to ensure timely contributions to proposal documents as well as their technical and color team reviews
- Ensure compliance with RFP requirements with high pressure deadlines
- Compile evidence of experience, project descriptions, resumes, documents, and other assets from multiple information sources
- Contribute to the flow of proposal documents, where appropriate, to establish memorable brand consistency.
- Advise staff on edits or additions that may increase the competitiveness of proposals
- Ability to manage geographically disparate teams
- Complete government forms, client questionnaires, and qualifying statements on behalf of the organization
- Develop and coordinate layouts and graphics as well as format tables and photos.
- Edit, maintain, and improve existing proposal materials that highlight the company's expertise, experience, and innovation across all capability areas.
- Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
- When required, maintain a library/database of project descriptions, past performance, and other content useful for proposals and strategic growth needs.
- Support other Proposal activities such as Teams and SharePoint library as needed.
- A bachelor’s degree in Marketing, Communications, English, Journalism, Business, with 7+ years of professional experience
- 5+ years of proposal experience or equivalent professional experience
- Formal proposal training and/or relevant certifications (e.g., APMP)
- Excellent writing, organizational, and communication skills
- Government proposal management experience for IT and cyber security solutions and services
- Ability to prioritize and manage several projects simultaneously
- Advanced Experience with Adobe Creative Suite (e.g., Illustrator)
- Proficient in Microsoft Office Suite and other proposal development tools.
