Job Summary

Performs complex professional planning duties and serves as a leader on projects related to the development and implementation of the City's bicycle program. Develops, reviews, implements and makes recommendations for bicycle projects and programs including physical improvements, encouragement and education programs, monitoring and enforcement.
Works under the general supervision of the and Strategic & Transportation Planning Manager who outlines work, periodically reviews work in progress and carefully reviews work upon completion. Depending upon assignment, may coordinate the work assignments of division staff.

Representative Duties

Develops, updates and promotes the City's bicycle program. Prepares and updates the bicycle plan.
Performs complex planning tasks, coordinates research and serves as a leader on development and implementation of the City's bicycle program and related projects and policy efforts. Serves as subject matter expert on bicycling while increasing internal and external knowledge base.
Directly responsible for planning and implementation of bike program elements including programs, capital projects, project review, and policy efforts. Oversees the work of consultants.
Makes presentations to elected officials, City Boards and Commissions, City staff and community groups.
Meets with representatives of other City divisions and departments, outside agencies, the general public, and local interest and community groups to promote and receive input on the City's bicycle program. Leads community meetings and solicits input through contemporary outreach tools.Researches and analyzes data, reports and studies. Prepares complex reports, memos and written materials related to bicycling and active transportation.
Monitors bike program implementation, maintains up to date information regarding performance, and makes recommendations to improve performance and effectiveness of bicycle programs and active transportation efforts.
Researches, analyzes and identifies applicable grant funding sources for bicycle and active transportation programs. Prepares grant proposal recommendations and applications.
Designs and reviews bicycle facilities for compliance with City plans and requirements, as well as State and Federal requirements and guidelines.
Assists with planning and developing the City's Capital Improvement Program projects and reviews major projects for compliance with City plans and goals for bicycling. Initiates, presents and incorporates revisions to plans, standards and regulations.
Develops, negotiates, manages and monitors agreements with grant agencies and private consultants, including developing and monitoring of scope, schedule, budget and contract terms. Prepares monitoring reports for grant agencies.
Prepares and coordinates internal work efforts for signing, striping and pavement marking for bike improvements.
Plans, coordinates and implements events related to bicycling including education and classes, assists with events led by other departments related to bicycling.
Coordinates evaluation of and responses to resident requests regarding bicycling and active transportation. Prepares informational materials for the community and to promote the City's bicycle program.
Coordinates with the City's Police Department on bicycling enforcement.
Performs other related duties, as assigned.

Requirements
Knowledge, Abilities and Skills:

Knowledge of:
Principles, practices and procedures in contemporary bicycle program administration and implementation. Principles and practices of transportation modeling and analysis of transportation system performance. Transportation design, and methods for creating & improving active forms of mobility and evaluation methodology. Applicable Federal, State and local laws, ordinances and codes.
Research techniques.
Contract administration.
Report and grant writing techniques. Effective meeting facilitation techniques. Effective customer service techniques.

Ability to:

Complete complex planning projects and policy efforts.
Develop and manage consultant contracts.
Interpret and apply policies and regulations.
Manage multiple concurrent planning and implementation efforts to completion and within schedule. Conduct meeting facilitation and make public presentations.
Identify, obtain and manage grant funds, and complete reporting requirements.
Conduct research, analyze data and plans, identify solutions and make recommendations.
Communicate effectively, both orally and in writing.
Prepare and present clear and concise oral and written reports and recommendations.
Interpret and apply policies and regulations.
Provide effective customer service.
Establish and maintain effective and cooperative working relationships with City employees, the general public, neighborhood groups, and City Boards and Commissions.

Skill in:
Bicycle program implementation.
Project management.
Contract administration.
Delivering clear presentations and running effective meetings. Using a personal computer and applicable software applications. Coordinating staff.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelor's degree in Urban Planning or Transportation Planning, Civil Engineering, Geography, Public Administration or a closely related field. A Master's degree is desirable in these fields.
Three years of recent, paid progressively responsible municipal work experience in municipal and/or transportation planning. Experience coordinating bicycle and/or pedestrian programs is desirable.

Licenses and Certificates:

Possession of a valid Class C driver license. League Cycling Instructor (LCI) certification is desirable.

WORKING CONDITIONS:

The work is performed within a busy office environment with many interruptions and tight, frequently changing deadlines for work. Attendance at weekend and/or evening meetings is required.
