Job Description

Catholic Charities St. Vincent’s ORR provides residential care and placement support to male unaccompanied minors ages 7 -17 in San Rafael, CA following the guidelines set forth by the Office of Refugee Resettlement. This program provides a safe, nurturing, and supportive environment that serves the whole child through comprehensive medical and mental health care, nutrition, educational programming, counseling, legal assistance, case management, religious access, and age-appropriate acculturation and recreation.

With an emphasis on strengths- and evidence-based, client-centered, and trauma-informed care, delivered by an experienced bilingual staff, we will provide a secure and enriching environment for all youth. An individualized service plan will move each child toward a successful safe and timely release and permanent home placement while building a robust support framework that will follow the child upon entering their new community setting.
 

ESSENTIAL DUTIES & RESPONSIBILITIES

 

The primary focus for ORR’s Prevention of Sexual Abuse Coordinator (PSA Manager) oversees compliance with the Interim Final Rule (IFR) and related policies and procedures at St. Vincent’s School for Boys. The PSA Compliance Manager must have the time and authority to oversee compliance efforts program-wide. The PSA Compliance Manager serves as a point of contact for ORR’s PSA Coordinator and must promptly respond to all requests. The PSA Compliance Manager position requires ORR pre-hire approval. This person manages office forms; enters client data; manages correspondence and coordinates meetings. They will assist with coordinating intakes, and make sure client files are accurate upon admission and discharge. They will supervise the Records Specialists. The position is dedicated to the UC program at 100% of their time.

  • Organize, implement, maintain and oversee quality assurance system to assure accuracy of original documentation in client Master Files.
  • Monitor and ensure compliance with standards for Office of Refugee and Resettlement (ORR) and Community Care Licensing, (CCL) policy and procedures review. In addition, monitor compliance with Council on Accreditation (COA) standards.
  • Maintain and track UC resident Master Files for compliance with ORR and CCL.
  • Collect documentation from resident binders and health files according to protocol (as needed, weekly, and upon discharge as indicated).
  • Ensure all documents received are accurate and complete (dated and signed).
  • Provide leadership, guidance, support and direction to the team, ensuring efficient work flow and proper maintenance and handling of the master files.
  • Assist program staff in compilation of required reports and to remain in compliance.
  • Update database, documentation, monitoring and report writing requirements, and projected schedules.

 

  • Update and send daily census to GDIT case coordinator with copies to ORR.
  • Federal Field Specialist (FFS), ORR Project Officer, ICE’s Field Office Juvenile Coordinator, and Immigration Center for Women and Children, (ICWC).
  • Oversee, through collaboration with the Program Director and Administrative Assistants, the purchasing of goods/services essential to the operations/functioning of St. Vincent’s.
  • Assist the leadership team in the collection of credit card receipts and upkeep of financial records.
  • Preparation for internal quarterly chart audits as well as closing discharged cases. Responding and leading the efforts in quality control and record management improvement.
  • Must have flexible hours based on needs of program.
  • Participate in all audits to support ORR, CCL, & COA (Council on Accreditation) Compliance.
  • Oversight of preventing, detecting, and responding to sexual abuse and harassment.
  • Oversee all incident reporting process to all required stakeholders.
  • Coordinate interactions between minors with their legal representation and respective consulates.
  • Point of contact for all ORR Record Requests.

QUALIFICATIONS

Final approval for hire will be done by the Project Officer of the Office of Refugee and Resettlement which is a sub-agency of the Department of Health and Human Services of the federal government.

Education & Experience:

  • Bachelor’s Degree.
  • Minimum 1-year experience.
  • Previous Behavioral, Group Home, and/or Mental Health experience is a plus.


Knowledge, Skills & Abilities:

  • Excellent organizational and administrative experience and skills.
  • Proficiency in computer skills to accomplish assigned tasks and ability to perform word processing tasks at a level II as defined by the Computer Competence Level System.
  • Ability to operate all office equipment, i.e. fax, scanner, copier, etc.
  • Must demonstrate respect for client’s rights and safety.
  • Act 33/34 and FBI clearances are required.
  • Bilingual strongly preferred.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in cross-cultural situations.
