Job Description

Refugee Resettlement Agencies (RAs) across the Commonwealth are partnering with the state government on an initiative to address the current housing crisis using proven strategies of the Refugee Resettlement program. RAs will be responsible for finding permanent housing for families currently living in hotels or shelters and provide access to required financial and long-term support including case management, employment and legal services. The program manager will oversee all operations of this initiative including employee supervision, fiscal management, day-to-day operations, and is responsible for compliance of program policy and procedure as pertaining to state and contract regulations.



RESPONSIBILITIES

  • Perform all actions required of CCAB’s point of contact with outside staffing vendors.
  • Provide on-boarding and training to new staff in policies and procedures.
  • Supervise housing specialists and case managers assigned to the program.
  • Perform all actions required of CCAB’s point of contact for state agencies, service providers and community organizations.
  • Adapt the established Refugee Resettlement program model to the needs of families exiting the emergency shelter system.
  • Update Resettlement intake, assessments, enrollment and service plans, approval letters, client budgets, and orientation materials to reflect the specific needs of the families served by this new program.
  • Establish effective working relationships with MA Executive Office for Housing and Livable Communities contracted providers of the HomeBASE Stabilization Services and Emergency Assistance providers in designated shelters or hotels.
  • Using required eligibility standards, identify families that are ready to move into permanent housing.
  • Work closely with the Program Manager for Community Sponsorship and Engagement to match homeless families with community sponsor groups in local communities to foster long term integration.
  • Coordinate with CCAB Resettlement Legal Services team to identify legal immigration issues and ensure that families are on the path to receive work authorization.
  • Support housing specialists with recruitment of landlords, property managers, guarantors and ensure positive working relationships that lead to securing and retaining housing for families.
  • Represent CCAB and actively participate in all required meetings or community engagements for this initiative; present self in a highly professional manner.
  • Establish mechanism to track each family’s progress throughout the span of the program period.
  • Complete all required reports, utilize state-designated database or data collection tools to record performance. Ensure data is always current and readily available.
  • Refer all media inquiries to supervisor.
  • Attendance at internal and external meetings and trainings.
  • Local travel.
  • Other responsibilities as assigned.
  • Perform work both in an office and shelter/hotel environment that houses homeless families.
  • Daily interaction with staff, the general public, community and families.
  • Use of computers, phones, and office equipment.

QUALIFICATIONS

  • Master’s degree preferred. Bachelor's degree required. Prior experience in residential social services, emergency assistance providers, refugee resettlement or equivalent.
  • A commitment to the mission of Catholic Charities including understanding and identifying with the organizational mission.
  • Experience working with diverse socio-economic and often difficult client populations experiencing barriers to housing stability related to homelessness, unstable legal immigration status, substance use disorders, trauma, domestic violence, criminal justice issues, HIV/AIDS and mental health treatment, dual diagnosis.
  • Sensitivity to the needs of individuals and families from varied cultural backgrounds facing barriers to self-sustainability. Attention to the needs of others; good listening skills. Interest in supporting individuals in a caring and compassionate manner.
  • Cultural responsiveness, commitment to racial justice, and ability to relate well and effectively in a multicultural and multilingual workplace with diverse staff and client population.
  • Interest and ability to work as a member of a team and independently.
  • Strong organizational ability with attention to detail, multi-tasking and critical thinking.
  • Good communication and administrative skills.
  • Ability to work various hours on site and on call as required.
  • Competency with Microsoft Office Suite including Word, Excel, PowerPoint and Outlook. Competency with virtual platforms such as Zoom, MS Teams and other technical platforms.
  • Willingness and flexibility in learning new functions.
  • Demonstrated commitment to valuing diversity and to promoting an inclusive working environment.
  • A valid MA driver’s license, adequate insurance coverage for transporting passengers, and a good driving record.
