Purpose

The Team Leader will be expected to take on a leadership role within the construction inspections team to provide construction management and inspections/testing services to clients on roadway and other heavy civil construction projects and will coordinate with inspectors, engineers, project managers, clients, contractors and other stakeholders to deliver on schedule and on budget projects. Train and mentor inspections and CM staff as well as manage workload for the team. Lead the construction management team through the construction phase of roadway projects.

Key Responsibilities

Leadership and Direction

  • Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution.  Manage people and processes to ensure effective execution.  Review work produced by staff for quality assurance.
  • Work closely with the Branch Manager to direct and manage a CEI team based out of the local office.
  • Supervise and be responsible for the overall direction, coordination, and management of the CEI team.
  • Responsible for management of inspections team production, schedule, budget, quality control/assurance, collections, and opportunities.
  • Engage, mentor, and motivate junior staff through counsel, guidance, and transfer of knowledge.
  • Plan, schedules, or coordinates construction phase services and activities for multiple major projects.

At the Operational and Company Level 

  • Be able to execute through administration, technical and management techniques on multiple projects to ensure the successful completion, on time and within budget.
  • Effectively execute project contracts and develop internal staff.
  • Assist in developing processes and provide input on achieving company and office operational excellence while growing their region and office.
  • Keeps informed of new methods and developments affecting the organization and recommends new practices or changes in emphasis of programs.
  • Represents the organization and maintains liaison with individuals and related organizations.

Do the Work

  • Review reports, direct duties and trains all project inspectors, ensures standard procedures and specifications for documentation and inspection of construction activities are followed.
  • Applies knowledge and expertise acquired through progressive experience to resolve crucial issues and/or unique conditions.
  • Manage competing demands and establish priorities for staff.
  • Responsible for client interaction, including preparation of new contract proposals, change orders, attending or leading project meetings.
  • Lead and manage current project teams from bidding until completion, while looking to obtain future business and performing own project duties.
  • Mentor and direct junior staff, coordinate with project managers, and responsible for goal setting and performance management of CEI team.
  • Review project changes, pending or anticipated alterations to the contract, additional work requests, and all other factors, which may significantly affect staffing requirements or budget.
  • Provide technical assistance in the resolution of construction phase problems including field investigation, coordination with engineer of record, coordination of proposed solutions with design work done by others and permit provisions and general coordination of affected stakeholders.
  • May give direction to contractors and act as field engineer representative and owner’s representative regarding problem solving and field changes.
  • May provide internal quality control reviews in constructability for relevant projects during planning and design and act as the technical specialist for the organization in the application of advanced concepts, principles, and methods in an assigned area.

Education, Work Experience, Licensure/Certifications, and Technical Requirements

  • Bachelor’s degree in civil engineering from an accredited institution. 
  • Seven or more (7+) years of experience in roadway and/or bridge construction inspection or ten or more (10+) years of experience in roadway and/or bridge construction inspection or construction.
  • Professional Engineer (PE) license preferred. 
  • Experience on SCDOT or municipal roadway projects including daily records and reports on asphalt paving, concrete work, grading, structural work, and erosions control preferred.
  • DOT CEI Certifications are a plus. May be required to participate in certification and training courses post-hire as required by OSHA, DOT, or client-specific requirements (i.e. concrete, asphalt certifications, erosion control, and safety training).
  • Thorough knowledge of road and bridge construction techniques, design, DOT specifications and documents, standard operations, policies and procedures of a firm, preferably within the A/E industry required.
  • Demonstrated project management and communication skills.
  • Thorough understanding of business and financial principles in a consulting business.
  • Must possess excellent written and verbal communication skills.
  • Ability to lead and develop a CEI and construction management team.
  • Proficient technical and computer skills, to include successfully conducting virtual meetings with staff and/or clients.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Physical Demands and Working Environment

  • Primarily outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.
  • Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).
  • Partially indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
  • Mobility around an office environment.
  • Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.
  • Occasional lifting or carrying up to 75 pounds.  
  • Occasional pushing or pulling up to 75 pounds.  
  • Occasional reaching outward or above shoulder.
