GENERAL STATEMENT OF DUTIES/SUPERVISION

The City of Tumwater is seeking a dynamic Golf Course Operations Manager responsible for the efficient and effective operation of the golf course facility. This includes overseeing staff, managing budgets, ensuring course maintenance, and delivering exceptional customer service to members and guests. Responsible for course scheduling and use, staff scheduling, course promotions, merchandising and security of funds and equipment.
ESSENTIAL JOB DUTIES
  • Oversees Golf Operations field and office functions, ensuring compliance with all applicable policies, procedures, laws, and regulations. Ensures the highest standards of golf services and programs, golf shop, driving range, and other facility services.
  • Evaluates and monitors the effectiveness and efficiency of operations, functions, and services; establishing short and long-term priorities in order to meet department goals.
  • Enforces all policies, procedures, and safety regulations for the protection of staff, members, and the general public.
  • Trains and supervises operations staff, schedules and assigns work.
  • Reviews staff performance for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, coaching and assistance as needed.
  • Directs the purchase, pricing and display of clubhouse merchandise; oversees golf cart and equipment rentals; and evaluates and develops pricing plans for green fees, passes, punch cards and other course services.
  • Develops operational policies to effectively optimize use of course facilities through tee scheduling, tournaments, leagues, lessons and general course play.
  • Maintains and promotes customer relations by assuring a friendly and cordial atmosphere in all aspects of course operation.
  • Coordinates with Golf Course Superintendent on daily course operation including but not limited to daily course maintenance schedule, course conditions, scheduled repairs, planned maintenance, tournament schedules, and amount of play.
  • Collects and transmits all course proceeds in compliance with City policies and procedures. Maintains related income and usage records on a daily, weekly, monthly and annual basis.
  • Responsible for golf cart fleet, maintenance, accurate record keeping of maintenance/repair on each vehicle, appearance and monitoring of on-course cart usage.
  • Enforces and interprets all USGA and local rules and regulations. Monitors course play and conduct of players to assure safe, efficient and enjoyable golf and to protect the City's interest. Recruits, trains and monitors volunteer course marshals who assure proper course use.
  • Develops and promotes programs for all age groups, including lessons, junior programs, classes, tournaments, camps and league play. Coordinates course usage with colleges, school districts or other local groups. Assists with development and support of player associations.
  • Compiles and assesses course data; forecasts operational needs; provides information and assists with development of the annual course budget and capital facilities plan improvement proposals.
  • Coordinates course promotions and marketing efforts with department marketing specialist
  • Maintains inventory controls and requisitions equipment and supplies in compliance with City procedures.
  • Works with other department staff on community special events and programs held at the golf course.
  • Coordinates golf activities with the River’s Edge Restaurant and monitors their operation and performance to meet contract goals.
  • Inspects the golf course regularly to ensure current knowledge of course lay-out, condition and playability.
  • Other related duties as assigned.

Preferred Qualifications:

Bachelor's degree in business management, Public Administration, Recreation Management, or a related golf course management field. Five years of supervisory and golf course management experience.

Minimum Qualifications:

Associate degree in Business Management, Public Administration, Recreation Management, or a related field. Seven years of supervisory and golf course management experience.

Training/Licenses/Certifications:

A valid Washington state driver’s license is required. CPR/First Aid/AED or the ability to obtain within 3 months of employment.

Knowledge, Skills, and Abilities:

  1. Extensive knowledge of the principles of golf course management.
  2. Knowledge of the rules and regulations of the game of golf.
  3. Thorough knowledge of the practices and principles of golf operations.
  4. Knowledge of effective supervisory practices.
  5. Knowledge of retail business and marketing practices.
  6. Knowledge of budgeting principles, accounting and record keeping methods.
  7. Ability to work independently with limited supervision.
  8. Ability to train, supervise, evaluate and monitor performance of staff.
  9. Proficient with Microsoft office and golf tee reservation systems.
  10. Ability to develop and enforce policies promoting outstanding customer relations.
  11. Ability to establish and maintain effective relationships with associations, volunteers, employees, the public and other City staff.
  12. Ability to communicate tactfully and clearly with the public regarding all aspects of the assigned work.


OTHER INFORMATION (IF ANY) SPECIFIC TO THIS POSITION

Supervision: Work is performed under the general guidance and direction of the Parks and Recreation Director through periodic reviews of work plans and goals, public input and general review of course revenues and milestones. As the on-site person in charge of operations, this job class requires the ability to work independently and with minimal assistance from the supervisor. Supervises golf operations staff, golf range workers, and volunteer course marshals.

Physical Ability: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which involved some lifting, carrying, pushing and pulling of objects and materials of moderate weight. Tasks require sufficient hand/eye coordination to perform repetitive movements, such as data entry include repeated keyboard operations and periods of sitting; occasional lifting of up to 25 lbs.

Accountability: The Golf Operations Manager is accountable to the Parks and Recreation Director for efficient coordination of golf course operations for the City, for effective communication between Departments, and for the effectiveness in policy making and implementing the priorities of the City Council.

Working Conditions: Work is often performed in an office and outdoor field setting in various weather conditions which may require temporary and periodic exposure to adverse environmental conditions. Some tasks require exposure to outside weather conditions and hot, wet /or humid conditions, airborne particles, animals/insects, dust, vapors, and fumes. Exposure to numerous distractions, noise extremes, and bright/dim light.
