The City of Mill Creek is a growing, dynamic city of 21,000 people. Situated in Snohomish County, Mill Creek is poised to set out its goals for the next 20 years in its Comprehensive Plan. The City is seeking a Planning Manager to help create the vision for the future of the City, including walkable neighborhoods, parks, public spaces, natural spaces, environmental stewardship and possible annexations. This position will manage the new 20-year Comprehensive Plan with direction from the City Council, Planning Commission, and Community.

The Planning Manager leads and manages the Development Services Division. The responsibilities of the Division include long-range and current planning, building permitting and inspections, and zoning and building code enforcement. The City is seeking an individual with experience in a wide range of municipal planning tasks, with a demonstrated ability to work independently while also coordinating with other members of the City’s Public Works and Development Services Department. The Planning and Development Services Division’s responsibilities encompass:

  • Preparing the 2024 Comprehensive Plan Update as required by the Growth Management Act.
  • Review of public and private development projects for code compliance.
  • Interface with community partners including other cities, Snohomish County, special purpose water and sewer districts, and other utilities (electricity, gas, communications).
  • Establishing and maintaining close ties to our Public Works Division.

The Planning Manager’s scope of work encompasses:

  • Manages the daily operations and activities of the division. Offers technical assistance to staff on more complex issues and problems.
  • Manages short- and long-range planning programs and projects, including developing, updating and implementing the City's Comprehensive Plan and development regulations/standards consistent with state laws.
  • Assures compliance with statutory requirements related to the Growth Management Act, zoning, subdivisions, annexations and environmental regulations.
  • Establishes and implements the City's development review process; participates in planning process; interprets and applies development codes and requirements to major plats, binding site plans, rezoning and development projects.
  • Serves as the Responsible Official for implementation of the State Environmental Policy Act. Responsible for the preparation and review of environmental impact statements and technical reports consistent with state and city environmental policies and codes; recommends final action on environmental issues related to programs and projects.
  • Responsible for planning and coordinating Planning Commission and Design Review Board agendas, staff reports, presentations, and minutes.
  • Ensures proper application and enforcement of City building code by overseeing plan review and building inspection services, permit processing and code interpretation.
  • Participates in the regional GMA planning process, including serving on various inter-jurisdictional committees.

MINIMUM REQUIREMENTS:

Experience and Education/Training:

Bachelor's degree in urban planning or a related field, and five (5) years of progressively responsible experience in a public planning position, including some supervisory experience, or any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities to perform the job.

Licenses/Certifications required:

  • Must possess a valid Washington State driver's license and insurable driving record or have ability to obtain them within thirty days of hire.

Preferred:

  • Membership in AICP.
  • Five years of increasingly responsible experience in local government planning in the State of Washington.
  • Management or supervisory and administrative experience preferred.
