Denver Transit Operators (DTO) is a privately held company that has a 29-year contract with the Denver Regional Transportation District (RTD) to operate and maintain the commuter rail system within the Greater Denver Metro area. We currently have a full time opportunity for a Chief Safety and Security Officer. We are seeking a committed individual that directs the development and implementation of system-wide safety, health and environmental initiatives in accordance with the DTO Safety Commitment and governmental regulations. This position is the senior staff resource for health, safety and environmental matters and is the primary liaison with Federal, State and local agencies and other external stakeholders in these areas. This position is also the primary liaison with RTD and external stakeholders on security matters.

This is a safety sensitive position subject to the rules & regulations of the Federal Railroad Administration and their Drug & Alcohol policy.

Pay:

Our Chief Safety and Security Officer can expect to earn an annual salary of $115,000 to $140,000. Your performance & pay are reviewed yearly.

What Will You Do?

As Chief Safety and Security Officer, some of your duties will be to:

  • Oversee the development, implementation and maintenance of the DTO System Safety Program Plan and related health, safety and environmental policies and procedures. Application of standards and requirements contained in the SSPP is a company-wide responsibility.
  • Oversee the development, implementation and maintenance of the DTO Fatigue Risk Management Programs
  • Act as the primary resource for all safety, health and environmental matters and support management as a member of the DTO Emergency Management Task Force
  • Act as the primary contact for the FRA for 49 CFR 239 - Passenger Train Emergency Preparedness compliance
  • Oversee the development and implementation of comprehensive safety training for DTO employees including validating the safety content of programs provided by other departments for conformity with applicable rules and regulations and policies, namely contained within DTO’s FRA-approved Training Program per 49 CFR 243
  • Oversee the investigation of all incidents and accidents to ensure that root causes and lessons learned are identified and that corrective actions are implemented
  • Oversee compliance with 49 CFR 225 and other Federal and State requirements for reporting incidents and accidents
  • Advise procurement team in contracting for services, equipment, materials, supplies, or products related to health, safety and environmental programs
  • Oversee a program to control the procurement, storage and use of hazardous materials including maintaining the SDS database
  • Develop policies and procedures that ensure compliance with environmental laws and the Sustainability Plan while meeting operational needs
  • Provide safety oversight for the DTO configuration management process.
  • Serve as key member of the DTO Standard Operating Procedure review team
  • Chair the contract-mandated Executive Safety and Security Committee
  • All other duties as assigned

What You Need to Bring (Position Requirements)

  • Bachelor’s degree in Health, Safety and Environment, or a related field to the position, or an equivalent combination of education and work experience
  • Certified Safety Professional, Certified Industrial Hygienist or Certified Safety and Health Manager Certification preferred
  • Minimum of five years of experience in Environmental, Health and Safety in an industrial setting with at least three years at the mid to senior management level
  • Railroad safety, security and operations experience in an FRA regulated environment preferred
  • Strong oral and written communications skills
  • Strong leadership and decision making abilities
  • Ability to interact constructively and establish and maintain cooperative working relationships with external stakeholders and employees at all levels of the organization
  • Excellent project management skills
  • Ability to maintain confidentiality of sensitive information
  • Proficiency in software applications required for analyzing, monitoring, reporting and presentations
  • Must be available 24 hours/7 days a week with the ability to work evenings and weekends as a normal course of business
  • This role is not a telework position.
  • Must be eligible to work in the U.S. and successfully pass a pre-employment background check
  • Must pass a pre-employment drug test and be willing to comply with the DTO Drug and Alcohol Policy
  • Must possess a valid Colorado driver’s license
