Job Description

DEPARTMENT: Public Works

STATUS: Full-time / Exempt

REPORTS TO: Tribal Board of Directors/Tribal Administrator

SUPERVISES: Supervises other Directors, Managers and subordinate staff involved in providing public works related services


JOB SUMMARY: The Director of Public Works is responsible for directing all staff and departmental functions including short and long term planning, budget development, staff management, planning, organizing and directing the Tribe's public works projects and related programs.


JOB RESPONSIBILITIES:

  1. Manages departmental staff members who are responsible for performing various engineering and administrative functions which include but are not limited to reviewing and approving designs, plans, specifications an estimations; oversee and managing the department budget and spending; oversee and managing various Tribal public works projects; and inspecting various Tribal site to ensure appropriate maintenance, operation and safety.
  2. Carries out supervisory/managerial responsibilities in accordance with governing policies and procedures and applicable laws, this includes interviewing, hiring and training personnel; assigning and directing work; establishing timelines and deadlines and evaluating performances;
  3. Develops short and long term goals for the department that is consistent with the Tribal plans; Prepares the departmental budget and is responsible for adherence to the annual budget;
  4. Serves as technical advisor the Board on public works related issues;
  5. Reviews and makes recommendations to the Board on engineering issues;
  6. Work cooperatively with local government, state and federal officials on matters pertaining to public works issues;
  7. Approves and supervises the work on Tribal public works projects, including roads, bridges, and water and waste treatment plants;
  8. Consults with the Board and counsel on legal aspects of engineering and survey matters involving tort liability and/or litigation;
  9. Serves as a member of various committees/teams and collaborates and negotiates with others outside of own work area to coordinate efforts and maintain efficient working relationships;
  10. Reviews bids and contracts relating to public works, making recommendations to the board and/or Tribal Counsel;
  11. Reviews and approves the purchase, lease or contract for services, equipment and supplies for public that are within his authority to approve;
  12. Interprets, develops, communicates, updates and monitors ordinances, policies, procedures and standards for the department, recommending improvements when necessary;
  13. Maintains and upgrades professional knowledge and skills maintaining required certification and licensing;
  14. Performs other duties as required.

QUALIFICATIONS:

  1. Required Associate Degree in Civil Engineering Survey Technology and Business Administration/Public Relations; Bachelors degree in Civil engineering, Business Administration, Public Administration or closely associated or closely related field preferred.
  2. Required seven to ten years of construction management and progressive responsibilities in project management.
  3. Strong analytical skills and attention to detail are a must;
  4. Possession of or the ability to obtain a California Driver's license;
  5. Demonstrating good public relations as acting liaison with community, regional, State and Federal agencies; required previous business relations with various Federal and State Departments including but not limited to the Bureaus of Reclamation, Federal Highway Administration, U.S. Department of the Interior.
  6. Experience in providing engineering service to Tribal organizations preferred;
  7. Must be computer proficient in modern office and engineering applications;
  8. Knowledge of procedures and methods of bridge, roads and infrastructure construction and design;
  9. Knowledge of administrative principles and practices, including goal setting and implementation;
  10. Knowledge of theories, principles, and practices of civil engineering and the methods of preparing designs, plans, specifications, estimates, reports and recommendation relating to roads, bridges and other public works activities;
  11. Knowledge of human resource practices;
  12. Knowledge of basic budgetary principles and practices;
  13. Skill in oral and written communications and presentations to a wide variety of audiences;
  14. Skill in understanding and interpreting complex laws, rules, regulations, policies and guidelines;
  15. Skill in planning, organizing, assigning, directing, reviewing and evaluating the work staff;
  16. Skilled in selecting and motivating staff and providing for their professional development;
  17. Must be able to communicate clearly and effectively, read, write, speak and understand English.

PHYSICAL, ENVIRONMENTAL AND INTELLECTUAL CONDITIONS:

  1. Must be able to read, interpret and apply laws, governmental regulations, and policies and procedures;
  2. Must have manual dexterity to operate a computer and other necessary office equipment;
  3. Must be able to manage a number of priorities simultaneously and meet deadlines;
  4. Must be able to respond calmly to the conditions of internal/external customers;
  5. Must be able to work harmoniously with co-workers and work as part of a team;
  6. Must be able to sit and/or stand for extended periods of time;
  7. Must be able to work at a fast pace and in stressful situations;
  8. Must possess excellent oral and written communication skills;
  9. Must be able to work independently and be self-motivated;
  10. Must be able to lift and carry up to fifty (50) pounds;
  11. Must present a professional appearance at all times;
  12. Must be able to respond to visual and aural cues.
