Job Description

Position: IT Project Management
Location: Olympia, WA
Duration: 1 Year

Job Summary:

The IT Project Manager is responsible for the successful execution of information technology projects within an organization, adhering to the Project Management Body of Knowledge (PMBOK) principles. This role involves managing project scope, schedule, budget, and quality, while effectively partnering with stakeholders to achieve project goals. The IT Project Manager develops detailed project plans, leads project teams, and ensures alignment with organizational frameworks and guidelines.

Key Responsibilities:

  1. Manage information systems projects in accordance with the organization's Information Technology Project Management Policy and Project Management Framework.
  2. Develop detailed IT project work plans and planning activities, ensuring alignment with project objectives and timelines.
  3. Lead teams of IT technical staff, defining team roles and responsibilities to optimize project performance.
  4. Design processes and methods that align with organizational standards, such as the Washington State Applications Template and Outfitting Model.
  5. Communicate with stakeholders and facilitate decision-making processes to ensure project success and stakeholder satisfaction.
  6. Define project work to an appropriate level of detail, assigning and monitoring completion of tasks to meet project milestones.
  7. Manage IT budgets and project schedules, acquiring necessary staff and computing resources to support project goals.
  8. Provide guidance and mentoring for IT project leaders and staff, fostering a collaborative and supportive team environment.
  9. Identify appropriate technologies and solutions to meet project requirements, considering factors such as scalability, security, and cost-effectiveness.
  10. Identify project risks and develop mitigation strategies to minimize potential disruptions to project timelines and objectives.
  11. Write IT feasibility studies and develop comprehensive plans for project analysis, design, construction, testing, implementation, and quality assurance.
  12. Implement large-scale systems in a project-management role, overseeing all aspects of project execution from initiation to closure.
  13. Facilitate conflict resolution among project team members and stakeholders, promoting a positive and productive working environment.
  14. Provide regular project status reporting and executive sponsor briefings, ensuring transparent communication and alignment with project goals.
  15. Communicate and coordinate with next-higher levels of management on project progress, issues, and strategic alignment.

Mandatory Requirements:

  • At least three (3) years of experience working on modernization of IT systems using an agile framework.
  • At least three (3) years working with a State of Washington agency or similar state core financial, business filing, or charitable donation systems that interface with the agency and state accounting systems.
  • At least one (1) project migrating core applications from on-site client/server-based architecture to Azure cloud environment.
  • At least three (3) years of experience developing applications that are used by organizations, external to Washington State Government or similar state government applications, that follow State of Washington Identity Management User Authentication Standards.
  • At least four (4) years of experience developing and maintaining web-based business applications using specified technologies.
