Job Description
ABOUT THE ORGANIZATION:

Operation PAR, Inc. is a non-profit organization offering the full continuum of services for individuals with substance use and/or mental health disorders.  PAR has been providing comprehensive behavioral health treatment in west Florida since 1970 through advocacy, education, clinical services, and research.

JOB DESCRIPTION:

Performs substance abuse and mental health outreach to parents who have Child Welfare involvement, engage substance using parents in support groups, screen, provide brief intervention and referral. Establish relationships with Child Protection Investigators, Child Welfare Case Managers, Court systems and community partners in order to remove barriers to services. Specialist’s duties include but are not limited to screening, assessment, individual/group intervention, planning. The Consultant is responsible for documenting in accordance with company standards.

EDUCATION AND EXPERIENCE:

  • Bachelors Degree in a directly related field plus four years of direct client service experience in mental health or substance abuse.
  • Master’s degree in counseling or a directly related field with two years of direct client service experience in mental health or substance abuse, licensed or pursuing licensure preferred

LICENSES, CERTIFICATIONS AND REGISTRATIONS:

  • Valid Florida driver's license
  • Current CPR and First Aid Certification if client contact is part of job
  • Must pass background and fingerprinting checks
  • Must follow current required training requirements of Operation PAR

ESSENTIAL PHYSICAL SKILLS:

  • Ability to move about treatment facility, both indoors and out
  • Ability to lift and carry 5 to 10 pounds Reasonable accommodations will be made for otherwise qualified individuals with a disability.

ENVIRONMENTAL CONDITIONS:

  • Treatment program environment
  • Exposure to possible verbal abuse and similar behavior
  • Possible exposure to clients with communicable diseases
  • Involves some outdoor activities
  • In-home or community environments

Consultation/Liaison Services

  • Establish collaborative, integrated relationship with Child Welfare staff to assure effective service coordination.
  • Screening of Parents to determine appropriate level of care.
  • Provide appropriate Brief Interventions, using principles of Motivational Interviewing., to Parents to motivate and ensure compliance to screening recommendations.
  • Establish collaborative, integrated relationship with Federally Qualified Health Centers (FQHC) Medical staff to assure effective service coordination.
  • Establish educational groups for pregnant women to provide appropriate information regarding substance abuse and pregnancy.
  • Provide consultation with Child Welfare personnel regarding treatment interventions and service collaboration.
  • Understands requirements of mandated reporting of suspected child abuse or neglect and promptly staffs any possible incidents with supervisor.
  • Demonstrates knowledge of accepted principles of client record management.
  • Protects client rights to privacy and confidentiality in the preparation and handling of records, especially in relation to the communication of client information with third parties
  • Prepares accurate, timely, and concise client records that are consistent with agency standards and comply with all applicable confidentiality rights of adolescents.

Professional and Ethical Responsibilities

  • Adheres to agency code of ethics and business practices, professional codes of ethics, and all applicable state and federal laws regarding the treatment of substance use disorders.
  • Utilizes supervision, self-evaluation, and consultation to enhance self-awareness and counseling skills and professional development.
  • Attends to personal physical and mental health needs.
  • Regularly participates in continuing education.

KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:

Understanding Addiction

  • Understands a variety of models and theories of addiction and other problems related to substance abuse and uses this knowledge to plan intervention strategies with clients.
  • Recognizes the social, political, economic and cultural context within which addiction and substance abuse exist.
  • Identifies the behavioral, psychological, physical health and social effects of psychoactive substances on the client and family members.
  • Recognizes the potential for substance abuse disorders to mimic a variety of medical and psychological disorders and the potential for medical and psychological disorders to co-exist with addiction and substance abuse.
  • Understands the impact of substance abuse on adolescent development.

Treatment Knowledge

  • Is aware of a variety of philosophies, practices, policies, and outcomes of the most generally accepted models of treatment, recovery, relapse prevention, and continuing care for addiction and other substance abuse related problems and develops treatment plans incorporating this knowledge.
  • Participates in interdisciplinary approach to treatment planning and delivery of treatment services.

Application to Practice

  • Uses established diagnostic criteria for substance use disorders to determine appropriate placement within the continuum of care.
  • Employs interventions tailored to the client’s level of cultural and language literacy, cultural identity, learning preferences and disabilities, and spiritual and personal identity.
  • Is familiar with medical and pharmacological resources in the treatment of substance use disorders.
  • Understands contractual and program requirements for the provision of services and meets the standards set for units of service delivered and number of clients served.
