SUMMARY

The Shelter & Housing Program Manager, reporting to the Assistant Director of Programs, oversees staff and volunteers at a family homeless shelter. They cultivate community partnerships, manage shelter operations, ensure compliance, oversee data collection and grant management, and plan budgetary and resource allocation. This role includes organizing and coordinating Performance Quality Improvement (PQI) activities to meet Council on Accreditation (COA) Standards and leading reaccreditation documentation efforts. Additionally, the Shelter & Housing Program Manager handles operational, funding, and administrative tasks for the shelter and potential future programs. In addition, the position is responsible for continued growth and participation in the evaluation of program services and accreditation in support of the mission, vision, and strategic initiatives of Catholic Charities and its stakeholders.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Provide comprehensive management of the Emergency Family Shelter and any subsequent housing programs. Oversee the fiscal, operational, administrative, staff management, and quality practices of the programs.
  • Assist the Assistant Director of Programs in assuring program and service compliance with licensing, accreditation, state and federal standards, and other appropriate regulatory or professional requirements.
  • Assist with research, feasibility studies, or other responsibilities related to the identification and development of new programs, as well as opportunities to expand and enhance services in existing programs.
  • Identify and participate in partnership building activities to increase collaboration with communities and various stakeholders.
  • Serve on the Leadership Council team and work with other Program Managers to ensure efficient collaboration with all programs in the delivery of quality services.
  • Work with Community Relations Manager in coordination of volunteers, orientation, training and stewardship.
  • Identify opportunities for new or existing program development expansion. Assist with research, feasibility studies, or other responsibilities related to the identification and development of new programs, new services within existing programs, or other endeavors. Collaborate with other Program Managers to assess needs and define gaps, ensure program goals are designed and implemented, and that programs are working together where appropriate to support the achievement of Catholic Charities strategic initiatives
  • Provide oversight for Program budgets, billing, invoices, and other fiscal needs. Coordinate, communicate, and prepare timely submission of program bills and invoices. Review monthly financials; oversee final Fiscal Year Budgets for shelter and housing programs.
  • Manage Program Compliance Regulations and Standards to ensure adherence to all programs-related legal and regulatory policies and standards.
  • Author and/or assist in writing grant applications to include corporate/foundation grants, government grants and contracts, requests for proposals, etc.
  • Other duties as assigned.
Requirements:

EDUCATION and EXPERIENCE QUALIFICATIONS

  • Bachelor’s Degree from a four-year accredited college or university in a human services, public administration or related field; or equivalent combination of education and experience.
  • Three to five years of progressively responsible non-profit experience in program management
  • Minimum of two years of experience working with homeless or other vulnerable populations (preferably in a residential setting)
  • Two years of experience supervising employees

KNOWLEDGE, SKILLS and ABILITIES

  • Knowledge of homeless population dynamics, trauma-informed care, and evidence-based practices.
  • Strong leadership, communication, and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders and adapt to changing environments.
  • Proficiency in applying management principles and practices to cultivate a collaborative work environment.
  • Understanding of budgeting and fiscal management principles.
  • Proficiency in data management, report writing, and grant preparation and management.
  • Skills in program planning and implementation.
  • Proficiency in analyzing and interpreting policies, contractual language, and financial reports.
  • Strong computer skills, including navigating a PC with a Windows-based operating system, utilizing MS Office applications, conducting internet research, and working with databases and information retrieval systems.
  • Ability to work under pressure with deadlines and manage multiple priorities in a fast-paced environment.
