Job Description

Position Overview: The Chief Executive Officer (CEO) assures GoochlandCares functions in a manner consistent with the organization's mission and purpose as established by the Board of Directors. The CEO is responsible for the overall strategic direction of the organization, and the administration and management including service programs, fundraising, and strategic business operations.

This position reports to the Board of Directors and directly oversees 4 Senior Leadership team members, utilizing consultants as needed.

Essential Job Functions

1. Management and Administration

  • Facilitates and supports an active strategic planning process.
  • Develops organizational goals and priorities consistent with the mission and vision of the organization.
  • Oversees all programs, services, and activities to ensure that program objectives are met including quality of services.
  • Oversees and ensures compliance with regulatory requirements including CLIA, HIPAA, pharmacy rules, OSHA regulations, the VA State Risk Program, FeedMore, and other appropriate state and federal regulations.
  • Reviews outcome and financial data to evaluate the effectiveness of program delivery.
  • Evaluates program services and reports progress and changes to the Board of Directors.
  • Builds and supports a Senior Leadership team by leading, encouraging, attracting, engaging, and developing talented staff.
  • Supervises the Major Gifts Officer.

2. Fiscal

  • Works with the Chief Financial Officer (CFO) and Board of Directors to develop the annual budget and monitors financial expenditures and program budgets throughout the year to ensure the fiscal integrity and health of the organization.
  • Has authority to sign contracts, agreements, and financial documents on behalf of the organization.
  • Monitors and directs board-designated discretionary funds as appropriate.
  • Oversees and participates in development activities to assure the organization has sufficient funds to carry out its mission.
  • Monitors revenue and expenditures in compliance with internal controls.
  • Works with the CFO and Board Finance Committee to ensure proper fiscal record-keeping and reporting.
  • Works with staff to prepare and submit grant applications, funding proposals, and reports as appropriate.
  • Reviews and approves compensation for all staff on an annual basis to ensure pay practices are fair and equitable.

3. Personnel

  • In collaboration with HR, reviews and approves personnel policies on an annual basis.
  • In collaboration with HR and with Senior Leadership, proactively reviews all disciplinary actions including terminations.
  • Works with HR to implement the annual performance management process for all staff.
  • Works with HR and Senior Leadership to develop and execute succession planning for key positions throughout the year.
  • Approves employment offers for key positions.
  • Reviews talent acquisition strategies to ensure organizational effectiveness, including the forecasting of needed positions.

4. Board Relations

  • Collaborates with the board chair in planning the agenda and materials for board meetings.
  • Communicates with and informs the board chair on a regular basis regarding outstanding items, risks, and opportunities.
  • Initiates and assists in developing policy recommendations and in setting priorities.
  • Facilitates the orientation of new board members annually.
  • Supports the board to raise funds from the community ongoing throughout the year.
  • Supports the board committees as needed.
  • CEO is responsible for ensuring BOD review and update By Laws periodically.
  • Participates in the annual board performance review process for this position.

5. Community Engagement

  • Works with Chief Development Officer and Major Gifts Officer to cultivate donor relationships.
  • Serves as chief liaison with specific community groups locally, statewide, and nationally.
  • Actively seeks and maintains positive relationships with business partners, governmental entities, donors, volunteers, the community at large, and other public agencies to increase knowledge and enhance partnerships.
  • Collaborates with other organizations with similar missions to leverage resources and benefit clients.
  • Serves as a strong policy advocate for the organization's target populations.
  • Serves as key contact for all media-related inquiries.

Education/Experience Requirements:

  • Four-year degree from an accredited college or university is required.
  • 5-7 years of demonstrated successful management experience is preferred, with a clear understanding of delegating, resolving conflict, building teams, managing change, and holding people accountable.
  • Experience building and growing a high functioning team is required.
  • Experience developing and strengthening strategic partnerships is required.
  • Human services or healthcare background is preferred.

Technical Skills:

  • Proficiency with Microsoft Office Suite.

Travel Requirements:

  • Approximately 20% of travel throughout the county and to occasional conferences.
