Job Summary: The Senior Manager of Contracts and Pricing will lead the Contracts and Pricing teams to include bid and proposal delivery, pricing, RFQ/quoting activity, and cradle-to-grave contracts administration and management. This role will provide uniform operational support across all sales territories, and support revenue, gross margin and net income goals. The Senior Manager Contracts and Pricing will formally report to the EVP/CFO and also foster and maintain cross- functional support across TWS and MYA business units.

Essential Duties and Responsibilities:

  • Lead Contracts and Pricing teams. Support operations and business development working closely with the President, VP, and the sales/business development teams.
  • Proactively identify opportunities to increase efficiencies and implement tools and processes to support Contracts and Pricing.
  • Create and support competitive replacement programs with strategic OEM partners. Support capture of IDIQ contracts and facilitate review of bid/no bid opportunities in product P&L.
  • Support sales team to expand database of company qualifications, capabilities and past performance.
  • Prepare/Oversee preparation of contract briefs and revisions summarizing contractual requirements and budgets.
  • Lead kick off meetings for new contracts.
  • Provide oversight on team to provide support to alliances on OEM agreements and engagement with partners as necessary.
  • Oversee development, maintenance of an audit file for each contract that will include: original contract, all correspondence, changes/deviations, amendments, clarifications, and payment schedules.
  • Review and negotiate contracts and agreements.
  • Ensure compliance with legal requirements, specifications, ethics and government regulations.
  • Delivery oversight of Product P&L contracts including internal reviews
  • Manage CPARS process including feedback to management team.
  • Develop and maintain internal forecasting process tied to sales pipeline, review and refine operational processes for efficiency and accuracy.
  • Team with executive management to support end to end management of proposal process for products, partner services, licensing and large technology solutions opportunities- including solicitation and SOW analysis, compliance matrix development, written proposal outlines, development of win themes in conjunction with account teams, leadership of team reviews, structuring of pricing matrixes and coordination of production..
  • Lead contract close out requirements.
  • Identify and lead management of contract reporting requirements, e.g. government property reporting.

Education and Qualifications:

  • Bachelor’s degree in business or related discipline.
  • You must be able to demonstrate 15+ years of work experience where you accomplished objectives as part of, and leading, a contracts team. Prior experience with federal contracting, and DoD contracting in particular, required.
  • Strong knowledge of/experience with CPFF, CPAF, T&M, FFP, BPA and ID/IQ type contracts.
  • Understanding of both product and services based deliverables to the Federal government
  • Knowledge of/Experience with governmental and Department of Defense (DoD) (contracting) regulations and compliance requirements.
  • Strong negotiating skills.
  • Excellent verbal/written communication, problem-solving skills.
  • Knowledge of fiscal management and human resource management techniques.
  • Excellent leadership skills with demonstrated ability to effectively lead in a changing environment.
  • Skill in planning, organizing, and prioritizing.
  • Skill in exercising initiative, judgment, problem-solving, decision-making.
  • Skill in developing and maintaining collaborative relationships

Required Licenses, Certification or Registration: active DoD SECRET (or higher) clearance eligibility (minimum) desired, or ability to obtain and maintain DoD SECRET (minimum) clearance eligibility.

Supervising Others: Yes, subordinate contracts administration staff

Travel: Some travel expected

Physical Demands: works in office areas, sits, stands, bends, lifts and moves intermittently during working hours. Uses personal computer, telephones, copiers, printers, and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.
