East Cambridge Savings Bank’s IT Division is actively recruiting for an Information Technology (IT) & Chief Information Officer (CIO).

Function:

Under the guidance of the Executive Vice President – Chief Financial Officer, organizes and manages the daily operations of information technology and project management functions in accordance with established Bank policies, procedures and strategic goals.

We are looking for a candidate with:

  • Bachelor's degree in management information systems or its equivalent through specialized coursework and training
  • CompTIA Security certification or equivalent preferred. CISSP certification preferred.
  • At least seven years of progressively responsible experience in information technology, as well as management experience.
  • Must be detail oriented and possess strong organizational, analytical, planning and communication skills.

Essential Job Functions:

  • Oversees IT operations and leads the IT team to support the information technology needs of the Bank.
  • Responsible for management and staff development of the IT and project management team to include communicating job expectations; planning, monitoring and measuring job performance; coaching, counseling, and disciplining employees; and initiating, coordinating, and enforcing systems, policies and procedures.
  • Responsible for developing and implementing the Bank's Technology Plan in conjunction with the Bank's Strategic Plan by staying updated on IT trends; emerging technologies; current business needs and practices; and strategic business objectives. In conjunction with bank management, identify service and operational challenges to be supported by technology solutions. Responsible for recommendations to enhance organization’s operational effectiveness, efficiency and system risk position through the implementation and enhanced use of technologies in line with strategic objectives.
  • Responsible for technology objectives, policies and long and short-range plans. Manages the level of risk in areas of accountability to established acceptable levels. Develops policies and formally documented monitoring program. Oversees the development of standards and procedures, testing and the security reporting process. Working with the Chief Information Security Officer, reviews, approves, and deploys all recommended changes/amendments to the Bank’s Information Security Program.
  • Plans and organizes technology projects; software, hardware, communications, etc. Completes projects by coordinating resources and timetables with user departments and data center. Produces detailed timeline for each application release and implements effective project control by monitoring the progress of the software release and reporting the status.
  • Manages the ongoing development, refinement, and upgrades of in-house systems; including but not limited to; core banking systems, voice, audio, and data communication systems, LAN/WAN. Recommends information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements.
  • Accomplishes financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective action.
  • Responsible for the maintenance and monitoring of the Bank's core system. Ensures that timely and appropriate communication is ongoing to user departments and senior management.
  • Ensures that communications with data services are monitored and recorded. Serves as liaison between vendors and bank staff.
  • Translates business needs and regulatory requirements into risk appropriate controls to successfully implement security policies, standards and guidelines.
  • Performs risk assessments of various IT products, applications and systems. Identifies and implements operational measures to mitigate system security risks, by ensuring of real-time, daily monitoring and analysis of system security threats. Recommends systems and practices to ensure physical security. Manages the deployment and tracking of equipment and ensures that the Bank's hardware and software inventory of assets is maintained current at all times.
  • Performs operational audits to ensure compliance with established policies and procedures, and for compliance with laws and regulations in preparation for audits and regulatory exams.
  • Ensures that department procedures, Systems' User Manuals, Information Security Manual, and all other documents relating to systems and software are complete, maintained accurate and current. Responsible for communicating IT policies, guidelines and best practices to system users, and monitoring user compliance with such guidance.
  • Develops and maintains detailed knowledge of deployed systems. Builds and maintains vendor relationships; serving as the Bank's primary liaison with same. Coordinates meetings to introduce vendors and to help educate bank management of available resources.
  • Responsible for training and assistance to Bank staff in the use of various systems and programs.
  • Maintains knowledge of the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Customer Identification Program (CIP), and Office of Foreign Assets Control (OFAC) regulatory requirements. Ensures that management and staff members complete BSA-related annual training in a timely manner and that all BSA procedures are followed when applicable. Identifies and reports compliance related issues and suspicious activity.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices and participating in professional societies.
  • Oversees overall operations and develops and implements plan of organization for the project management function.
