The Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer for DOHMH is responsible for leading the implementation of policy efforts across the agency. This office supports the overarching strategies of DOHMH, fosters organizational alignment with those strategies, and supplements divisional capacity as needed. SOPM supports the agency’s external, partner-facing public health programming through rapid development, deployment, and stewardship of data management tools.

Job Summary:

Under the direction of the Data Engineering Specialist, the Senior Data Analyst will support the agency’s partner management system, Public Health Partners Connect (PHPC), a Salesforce application which stores the agency’s partner-facing outreach and engagement data. This role will coordinate with internal stakeholders to better understand public health programs through analysis of proprietary program administration data and transactional metadata. Additionally, the Senior Data Analyst will serve as a liaison to internal programmatic staff to build and maintain data pipelines for PHPC. This role will need to be flexible with respect to the tools and methods utilized, and is responsible for gathering requirements, building workflows, training users and reporting results to stakeholders, including senior leadership.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but the work be supervised by DOHMH. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.

Job Duties:

  • Assist in the design and implementation of data visualizations using a variety of tools including Tableau, Python, R, Pentaho, native Salesforce tools and others
  • Provide program data managers and outreach staff across the agency with technical assistance to maintain data fidelity in the partner management system
  • Perform deterministic and probabilistic matching to deduplicate data entities
  • Design, build, test, and maintain ETL (Extract, Transform, Load) processes
  • Troubleshoot failed ETL jobs and implement solutions
  • Map new data sets and sources into predefined schema or develop new schemata as needed while maintaining data integrity of the overall system
  • Support cross-divisional data-sharing initiatives as assigned by agency leadership
  • Produce analyses on data pipelines and business processes to identify trends and anomalies in the partner management system
  • Serve as the primary point of contact for data and technology questions as they relate to Salesforce and its associated systems which include:
  1. Assist with and manage feature upgrades using project management best practices
  2. Communicates complex technical and data information to both technical and non-technical stakeholders

Qualifications:

  • Familiarity with principles of data visualization design and experience with data visualization software
  • Demonstrable skills in data analytics, including familiarity with concepts around database design, statistical analysis, and geographic analysis
  • Familiarity with SQL, R, or Python a plus, but the desire to learn new technologies and possessing a strong analytical framework is more important than experience with scripting languages
  • Experience with analyzing administrative and transactional data a plus
  • Background in program analysis or monitoring and evaluation is preferred
  • Excellent written and oral communication skills
  • Ability to work collaboratively in a cross-disciplinary team environment
  • Demonstrated organizational skills and high degree of attention to detail
  • Willingness to adapt to new work priorities and tackle novel problems creatively
  • Ability to understand the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities, along with a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, etc.)
  • Salary - $93,000 - $93,000

Additional Information:

  • This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
  • This is a temporary grant-funded position ending November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
