The Chief Administrative Officer is primarily responsible for business administration, finance, and strategic activities in support of the Executive Team to ensure that company goals and objectives are accomplished. The Chief Administrative Officer expands productivity and effectiveness of the HOM Executive Team as an air traffic controller, integrator, communicator, and project manager. The Chief Administrative Officer will serve in a critical role supporting Senior Leaders and their Departments to connect their work with the company's overall objectives. Responsibilities include a combination of both strategic and tactical duties in areas of planning, project management, finance, human resources, communications, and other business administration. The ideal candidate is extremely versatile and has proven experience in a business administration, with a special focus on executive leadership and interdepartmental collaboration. The Chief Administrative Officer reports to the Chief Operations Officer/President and is an exempt position with a classification of “Executive.”


Strategic Oversight and Support

  • Provide strategic insight to Executive Team that will influence company objectives and direction.
  • Understand the inter-relationship of program, operations, and administrative activities of the company and provide support and counsel to Executive Team to establish strategic continuity.
  • Drive company Objectives and Key Results (OKR) system; monitoring goal setting, progress and accountability, barriers, resource needs, timelines, etc.
  • Manage projects and teams that may require participation, support, and input from multiple departments.
  • Organize and participate in annual strategic planning with Senior Leadership Team.
  • Provide decision support through gathering, organizing, and presenting relevant data to executive and extended leadership team.
  • Organize, manage, and facilitate monthly and periodic Executive, Senior Leadership, Management Team meetings.


Business Administration

  • Support Chief Operations Officer in the tracking of service contracts, including execution of new and renewing existing contracts.
  • Manage relationships and agreements with external service and maintenance vendors.
  • Coordinate and manage facilities and vendors to meet operational goals and strategic plan.
  • Coordinate the services of Information Technology (IT) consultants to ensure that the company's technology and data needs are met.
  • Create policies and procedures for business and program operations in accordance with legal and regulatory requirements.
  • Manage business insurance and employee benefit vendor relationships and coordinate annual insurance and employee benefit renewal.
  • Ensure business insurance meets contractual requirements and partners receive yearly certificates.
  • Oversee Accounting department, budget preparation, and audit functions.
  • Work with other department heads to identify areas in need of administrative improvements and efficiencies.
  • Oversee 3rd Party accounting services contract, including accounts payable and monthly financial reporting.
  • Ensure operational revenue/expenses are properly documented and reconciled each month.
  • Assist the Chief Operations Officer with creating and updating the annual budget, financial review, and financial projections.
  • Monitor the preparation of all financial statements, including income statements, balance sheets, shareholder reports, tax returns, and governmental agency reports.
  • Oversee relationship with Financial Institutions to ensure banking and financing needs of the company are met.
  • Ensure regulatory reporting requirements are met for employment and tax.
  • Oversee company safety and maintain company safety plan.


Employee Engagement and Development

  • Oversee the implementation of The Predictive Index tool for managing and team building, including training of the Management Team.
  • Use The Predictive Index tool for screening new applicants in the new hire process.
  • Oversee recruiting, hiring, on-boarding, and training processes and procedures for new staff, in partnership with Senior Leadership Team.
  • Develop and implement management team leadership and business skills development plan.
  • Ensure proper background checks and employment verifications are performed for new and existing employees to meet contract and regulatory requirements.
  • Oversee employee compensation and benefits structure to ensure consistency with company budget and strategic goals.
  • Coordinate the completion of bi-weekly payroll with Senior Leadership and manage relationship with payroll and human resources software.
  • Oversee response to reporting and employment verification requests.
  • Coordinate with the Management Team to ensure company employee engagement activities meet regulatory requirements.
  • Act as liaison with external employment law services and coordinate implementation of guidance with Senior Leaders.
  • Promote a culture that reflects the company’s values, encourages outstanding performance, and rewards productivity.
  • Perform annual review of policies and procedures, maintain documents, and provide efficient access to all staff.
  • Oversee the maintenance of the digital employee file in payroll system for regulatory compliance.
  • Oversee and coordinate internal and external communications.
Requirements:

  • Excellent people skills and the proven ability to work well with a wide range of personalities.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Proficient in database and accounting computer application systems.
  • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.


Other Skills and Requirements

  • The Chief Administrations Officer will have unrestricted access to sensitive information that may include PII and PHI, which requires adherence to HOM Security and Privacy Policies.
  • The Chief Administrations Officer may use or disclose PII or PHI through the course of their Financial and Human Resources duties listed above. All use and disclosure are subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.’s Competency Model shown below: Emotional Intelligence, Expertise, Ethics, and Excellence.
  • Current Arizona Driver’s License.
  • Current Automobile Insurance.
  • Willingness to perform duties as needed or as assigned.


Education and Training

  • Understanding and commitment to “Housing First” principles in ending homelessness
  • Minimum of (7) seven years’ experience as Executive or Department Director in administration, accounting, human resource, operations, or equivalent management experience
  • Bachelor’s Degree Desired
  • Master’s Degree Preferred
