Dynamis is seeking a talented, self-driven individual for a position as a Communications Manager. As a key member of the team, the Communications Manager will be responsible for the development and implementation of communication strategies to support the Student Exchange Visitor Program (SEVP). The selected candidate will demonstrate exceptional communication and leadership skills, the ability to manage ambiguous and evolving work demands, assess and resolve complex issues, handle confidential and sensitive information and issues with tact and discretion. The selected candidate will oversee the SEVP Strategic Communications Team project plans and ensures the quality assurance standards for adherence to the contract requirements and DHS/ICE brand qualifications. Works with SEVP federal and contract personnel to plan and implement all communications-related requirements and provides oversight of the development and maintenance of the annual Strategic Communications Planning document.


Responsibilities


The role of the Communications Manager is to support to assist SEVP staff with the development and implementation of the strategic communications initiatives for the program including:

  • Oversight (both content and functionality) of the Study in the States website and social media presences, as well as SEVP’s presence on ICE.gov (both content and presentation);
  • Oversight of the implementation of functional and design enhancements to Study in the States to improve site user experience and navigation following a designated release plan, working in coordination with various ICE and DHS CIO offices where necessary;
  • Develop original, full-service communication plans and provide suggested implementation of such plans to educate SEVP’s varied stakeholders within and outside of government, ensuring knowledge sharing and engagement continues;
  • Provide suggestions and implement plans to increase SEVP’s stakeholder outreach strategies both in-person and virtually;
  • Continue to disseminate and publish mission critical news, information and backgrounders to SEVP staff via strategic emails and SEVP’s internal SharePoint website about programmatic developments or government-wide initiatives, and ensure SEVP staff at headquarters and across the country remain educated and engaged.
  • Develop and administer internal training to SEVP’s units, sections, and teams, including trainings relevant to job tasks and personal and professional development.
  • Conceptualize, draft, and maintain content for the SEVP External Training Application (SETA).


Requirements:
  • U.S. citizenship
  • Master’s degree in one of the following academic courses of study: Business, Communications, Journalism, Media Relations, Public Affairs, English, Strategic Communications, or Strategic Planning.
  • Master's degree and 10 years of specialized experience that includes: specific prior experience managing day-to-day operations of a large, complex strategic communications program, including the supervisory oversight and management of a dynamic public affairs website, demonstrated experience providing technical direction and managing large multi-task projects of high complexity; designing, implementing and managing strategic communications and public affairs campaigns across traditional and social media; and proven experience in completion of projects within estimated timeframes and budgets, ability to coordinate efforts across the team and the program to complete complex tasks and meet customer requirements.
  • In lieu of a Master’s degree, a Bachelor’s degree in one of the above-described disciplines and an additional five (5) years of experience may be substituted (15 years of overall experience).
  • Ability to conduct comprehensive research and analysis.
  • Ability to develop white papers, briefing materials, and to make oral presentations of these materials to all levels of management.
  • Ability to educate and inform senior federal management on various communication planning alternatives.
  • Ability to provide clear supervisory leadership of the contract team as well as technical website direction, expertise and guidance.
  • Ability to review, synthesize and prepare highly technical, sensitive and complex documents, briefing materials, management directives and correspondence.
