Job Title: Communications Manager

Job Summary:

The role of Communications Manager at the Defense Finance and Accounting Service (DFAS) offers a unique opportunity to contribute to national security by developing and implementing strategic communication plans that ensure financial integrity and stability within the Department of Defense. The diverse range of responsibilities within DFAS, from managing budgets to processing payments for military personnel and vendors, presents dynamic challenges that foster professional growth and contribute to the nation's defense efforts.

Responsibilities Include:

  • Developing and implementing comprehensive strategic communication plans that align with the organization's goals and objectives
  • Providing direct support and strategic advice to senior management on communication-related matters, including crafting messages for executive speeches, presentations, and other communications that address complex financial or accounting concepts in an accessible manner
  • Managing the organization's brand image and public relations efforts to ensure a positive perception among internal and external stakeholders
    • This includes overseeing the creation and distribution of marketing materials, press releases, and digital content
  • Preparing and executing crisis communication strategies to manage and mitigate any negative impacts from organizational crises, ensuring that communications are timely, accurate, and coordinated across all channels
  • Overseeing the development, editing, and dissemination of high-quality content across various platforms (e.g., web, social media, print) that is aligned with strategic communication plans and organizational branding.
    • This includes ensuring compliance with relevant standards and guidelines, such as Section 508 for accessibility
  • Engaging with diverse stakeholder groups, including the media, public, employees, and other key audiences, to foster positive relationships and promote the organization's mission and objectives
  • Leading and managing a team of communication professionals, providing guidance, support, and direction to ensure that the team's work is aligned with strategic objectives and completed to a high standard
  • Evaluating the effectiveness of communication strategies and initiatives through performance metrics and feedback, making adjustments as necessary to improve outcomes and achieve strategic goals

Required Qualifications and Skills:

  • Bachelor's degree in Communications, Public Relations, Journalism, Marketing, or a similar field
  • 5+ years of relevant industry experience
  • 5+ years of experience performing independent inquiry, analysis, and decision support and advice to senior management levels on complex financial or accounting concepts
  • 5+ years of experience providing direct executive level support and advice
  • 3+ years of experience in marketing/brand image public relations consulting
  • Experience in developing and deploying enterprise-level strategic communication plans with intentional messaging for targeted stakeholder groups both internal and external to the organization
  • An understanding of complex financial or accounting concepts
  • Proficiency in digital communication strategies, including social media management, content creation, and digital marketing tools
  • Strong project management skills, including planning, execution, and evaluation of communication projects
  • Understanding of security requirements and compliance, especially relevant to working within defense or government sectors, to ensure that communications strategies and materials adhere to regulatory standards and guidelines

  • Ability to manage communication in crisis situations, including developing and executing crisis communication plans

Desired:

  • Master's degree in Communications, Business Administration, or a related field
  • 8+ years of relevant industry experience
  • 7+ years of experience performing independent inquiry, analysis, and decision support and advice to senior management levels on complex financial or accounting concepts

Work Setting and Environment:

  • Monday - Friday, normal working hours
  • Work is to be performed remotely
