Do you want to join an expanding technology team and help move us into the future? The Department of Natural Resources (DNR) has a new and exciting Vendor Management opportunity within our IT Division working with our senior technology professionals.
Duties

Responsibilities:
As part of the IT Division (ITD) and within the ITD Business Services Team, the Vendor Management position is a senior-level specialist providing expertise, oversight, leadership, and support for 1) ITD vendor/contract procurement and management, 2) IT Acquisitions, and 3) IT Policy & Compliance. Provides expertise to DNR CIO and ITD Management, IT Division, 2 direct reports, DNR executive leaders, business entities, and others external to the agency.

This position reports to the ITD Business Services Manager (ITD Budget Manager) and supervises two positions within the ITD Business Services Team. This position is designated as the highest level expert in ITD Vendor Management.

This position:
  • Provides other IT professionals vendor management expertise to develop technology solutions for current and future agency business needs;
  • Plans, develops, and implements new processes and procedures for ITD Vendor/Contract Solutions and how these solutions integrate with current systems and data;
  • Performs market research, conducting ITD contract procurements, working with ITD Contract Managers/SMEs to negotiate ITD contracts;
  • Develops statements of work, scope of work, draft and final ITD contracts, assigned business contracts with an IT component;
  • Coordinates ITD cost projections, ITD estimations, and prioritization based on our agency goals, and related ITD vendor/contract compliance and monitoring activities and tools to ensure service delivery;
  • Supervises the IT Acquisitions and IT Policy/Compliance positions;
  • Makes recommendations to ITD and agency management and develops related strategies, policies, procedures, and processes in support of the business needs.

Qualifications

Required Qualifications:
  • A bachelor's degree or higher in Information Technology, Business, Marketing, Sales, Supply Chain Management, or a related field; AND Six (6) years (full-time equivalent) of applicable experience. Specific, qualifying professional experience to include: (Experience may be gained concurrently)
    • Two years of professional experience in Contract Management or Vendor Management.
    • Two years of experience developing and writing technology statements of work and drafting/writing technology contracts.
    • Two years of experience supervising professional IT staff.
      OR a combination of education and/or experience equivalent.

    • The work setting will be the NRB Headquarters Office and remote work (for a hybrid schedule).
    • Occasional travel between, to, and from field offices may be required. If the incumbent drives a vehicle on state business, the incumbent must have a valid driver's license. If the incumbent drives a privately owned vehicle (POV) on state business, they must have liability insurance on the POV.
    Desired Qualifications:
    • A broad knowledge base spanning multiple IT and business disciplines and an understanding of IT systems, applications, and networks.
    • Experience supporting SaaS/COTS/MOTS solutions (Software as a Service, Modified off-the-shelf solutions, or commercial off-the-shelf solutions).

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
