Position Location: Virtual; travel is required to the DMV and surrounding areas.
- Identify and pursue new business opportunities within the federal sector, driving revenue growth and market expansion. Revenue goals will be established with the expectation that they will be achieved and evaluated every year.
- Develop and maintain a pipeline of opportunities for capture. Our client uses Capture Exec CRM for pipeline management.
- Be able to develop business on their active schedules (OASIS Pool 1 SB and 8(a), 8(a) STARS III, and CIO-SP4 {awaiting award}), and understand each contracts' unique requirements. Our client is positioned to add Oasis+, POLARIS and NASA SEWP VI in 2024-2025.
- Provide critical leadership from early capture strategy development through the post submission phases. Formulate, communicate, and implement an integrated capture and proposal strategy that provides customers with a clear and defendable justification for selecting their company. Support proposal and pricing teams with win strategies, pricing research, and technical content once a bid decision has been made.
- Develop and implement capture plans and strategies; will have a firm comprehension of the customer's requirements, hot buttons, and issues; understand the strengths/weaknesses of competitors; and will develop/implement winning strategies that highlight strengths and mitigate weaknesses.
- Researches customers, competitors, solutions, specific opportunities, teaming partners and potential key personnel to capture Government Contracts. Conduct market research and analysis to identify emerging trends and opportunities in the government contracting space.
- Documents all capture information and reports status of opportunities throughout the Business Development lifecycle.
- Collaborate with the executive team to create long-term strategic plans for sustainable growth.
- Build and maintain trusting relationships with key customers, clients, partners, and stakeholders.
- Cultivate and maintain strong relationships with key stakeholders in federal agencies and departments.
- Collaborate with federal clients to understand their needs, challenges, and goals, and develop tailored solutions that address their specific requirements.
- Work closely with project managers and teams to provide guidance and support, ensuring project objectives are achieved.
- Monitor project performance and take proactive measures to mitigate risks and resolve issues.
Requirements
Essential skills and experience:
- Proven experience (at least 10 years) in federal government contracting, with a track record of success winning contracts from $5M - $50M
- Bachelor's degree in business administration, management, or a related field. An advanced degree is preferred. For candidates without a Bachelor's degree, a minimum of 15 years of directly related experience as a business developer / capture manager is required. In-depth knowledge of federal contracting regulations, acquisition processes, and compliance requirements
- Strong leadership and management skills with experience leading teams of diverse professionals
- Excellent communication and negotiation skills, with the ability to engage and influence key stakeholders
- Demonstrated ability to think strategically, make data-driven decisions, and drive organizational change
- Existing network and relationships within the federal government space are highly desirable
- Possession of relevant certifications (e.g., PMP, CPCM) is a plus
- Leadership skills, with steadfast resolve and personal integrity
- Understanding of advanced business planning and regulatory issues
- Solid grasp of data analysis and performance metrics
- Ability to diagnose problems quickly and foresee potential issues
- Ability to make business projections three years into the future
- Top notch customer service skills and excellent organizational skills
- Excellent written and verbal communication skills, including ability to present complex information in a clear and concise manner and must be able to communicate with all levels of employees within the organization
- Flexible to go to sites in Virginia, DC, or Maryland as needed
