Position: Construction Community Liaison (CCL)

Reports to: Resident Engineer


General Qualities

- Has excellent communication and writing skills.

- Possesses a thorough knowledge of construction processes.

- Has excellent Microsoft Word and Excel. Ability to navigate through company internet-based systems.

- Ability to work in adverse weather conditions. Must be physically able to perform moderately strenuous tasks which include walking along rough terrain and climbing ladders (low heights).

- Proactive self-starter capable of setting a positive example for the staff.


Technical Responsibilities

- Works within a dual-reporting and cross-functional teams’ structure that involves the project REI consultant staff and/or in-house DDC personnel, as well as Infrastructure Construction Management’s (CM’s.), RE/EIC and OCON

- Work with the RE to effectively coordinate stakeholder engagement with the Outreach Coordinator

- Required to sign in the attendance log at field office, according to the assigned work hours and are expected to report specific outreach efforts related to construction activities at the site.

- Working closely with the REI consultant, GC, and DDC in-house staff, daily, is very important.

- In the event there are community-driven project-related issues, CCLs are expected to mitigate impacts and keep the project moving forward with all members of the project team, including DDC OCON and CM. CCLs are expected to follow protocols for advance notifications and meet all expected deliverables.

- Develop outreach materials, attend various meetings /presentations/trainings during the project duration, and actively engage in ongoing communication with OCON to ensure that the protocols and procedures are followed.

- Perform an analysis of potential impacts of the given project on schools, businesses, residents, and community organizations (i.e., medical or community centers, libraries, houses of worship, etc.)

- Develops project data collection by conducting door-to-door surveys, meetings with Civics, Community Boards, and other related meetings.

- Send additional advisories to update the community of any modifications that may have been made to the schedule or locations.

- Must keep record of the minutes for all Community Board (CB), Task Force/Stakeholder and any other meetings attended.


Preferred Skills:

- Should have professional experience in either public relations, politics, journalism, or communications, advocacy and an understanding of construction and local city government.

- Must be detailed oriented and reliable, while demonstrating a high-level of interpersonal, diplomacy, and organizational skills.

- Must be able to work with a wide range of constituencies and diverse communities; address sensitive and complex questions; handle conflict; and manage various tasks

- The ability to navigate intergovernmental relations, community engagement, and to communicate concisely and effectively across internal and external stakeholder communities is essential

- Candidates may be required to attend meetings after normal business hours, which may include travel. Computer skills with emphasis on Microsoft Word, Publisher, and Power Point are required.

- A valid Motor Vehicle Driver’s license is essential, as well as the ability to travel throughout the five boroughs of NYC



Requirements:

Educational /Professional Experience Required


- Preferred to have a 2 or 4 years degree from an accredited college

- High school degree or equivalent

- Two years or more of experience as a CCL for NYCDDC or other local NY agencies


Professional Development:

- Actively participates in professional development and training and licensing.
