Title: Director of Special Education

Reports To: Superintendent

FLSA Status: Exempt

Summary: The Director of Special Education is responsible for overseeing the planning and implementation of special education programs. This includes managing the administrative aspects, coordinating program logistics, and handling public relations. The role also involves providing instructional guidance, supervising staff, and conducting evaluations to ensure program effectiveness and compliance with educational standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Ensures all required state reports, indicator data, and annual plans are submitted timely to the Virginia Department of Education via the Single Sign-on for Web Systems (SSWS).

2. Represents the division at county Community Policy and Management Team (CPMT) meetings.

3. Oversees all special education placements outside the district, including residential, day programs, and home-based services.

4. Manages special education services and funding for students in the Piedmont Regional Jail.

5. Ensures seamless service coordination for students transitioning from Part C (early intervention) to Part B (school-aged services) of special education.

6. Ensures all schools adhere to federal and state special education regulations.

7. Coordinates and facilitates meetings of the Special Education Advisory Committee.

8. Oversees the allocation and use of special education grant funds, including those for educational services in jails and grants under Sections 611 and 619.

9. Addresses inquiries from schools and community members regarding special education.

10. Supervises and evaluates the Medicaid program in the context of special education.

11. Actively fosters a positive school culture focused on creating and implementing a continuum of placements and services for students with special needs.

12. Collaborates with the division's testing director to ensure all students with disabilities receive proper assessments, including alternate assessments.

13. Ensures special education evaluations are completed and convenes meetings for privately placed and homeschooled students.

14. Manages the medical homebound process for students across the school division.

15. Monitors compliance with Section 504 regulations and oversees its implementation.

16. Delivers professional development tailored to the needs of the division.

17. Participates in the recruitment and hiring of special education personnel.

18. Serves as a liaison between building administrators, teachers, and staff representatives.

19. Ensures educational programs address the academic needs of students with disabilities through effective planning, collaboration, and implementation.

SUPERVISORY RESPONSIBILITIES
Supervises and evaluates the Secretary to the Coordinator of Special Education
Supervises and evaluates all School Psychologists
Supervises and evaluates all Speech and Language Pathologists
Supervises and evaluates the Inclusive Practices Instructional Mentor
Supervises and evaluates the Special Education Jail Teacher
Supervises all contracted related services providers when on campus

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

1. Holds a master's degree in special education or related field.
2. Holds a valid Virginia License with an endorsement in Administration and Supervision.
3. Has successfully taught special education for a minimum of five years.
4. Demonstrates a strong knowledge in all areas of special education, including regulation and implementation.

KNOWLEDGE, SKILLS, AND ABILITIES

Decision-making skills are an important aspect of this position. Knowledge of special education laws and regulations is required. Must be able to demonstrate the ability to function effectively as a team member. Frequent operation of office equipment is required. Must be able to attend school-related functions, visit the homes of students, community agencies, and schools throughout the division. Candidate must possess good moral character.

CERTIFICATES, LICENSES, REGISTRATIONS

1. Holds a Postgraduate Professional License
2. Holds a valid VA driver's license
3. Has a master's degree in special education
4. Holds or is eligible for an endorsement in Administration and Supervision

PHYSICAL DEMANDS

Frequent walking, stooping, standing, lifting, up to approximately 30 pounds, and occasional lifting of equipment and/or materials weighing up to approximately 40 pounds may be required. Other limited physical activities are required. Travel to schools throughout the division and central office is required. Frequent operation of a vehicle and office equipment is required. Regular and frequent contact made at all levels to develop and achieve organizational goals and missions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word level; visual acuity is required for preparing and analyzing written or computer data. Regular contact with students with special needs is required. Contact with other staff members, community agencies, and parents is required. Frequent contact with parents by telephone and in person may be necessary.

TERMS OF EMPLOYMENT

Twelve-month employment. Salary will be determined by the current salary schedule.

EVALUATION

Performance of the position will be evaluated annually in accordance with the provisions of the Prince Edward County School Board's policy on evaluation of professional personnel.
