Job Summary

*This position may allow for Telework or a mixture of working in our office and Telework .

We are excited to introduce a leadership role as the Chief Compliance Officer in preparation for the new Department of Children, Youth, and Families (DCYF).¿The Chief Compliance Officer will begin work at DCYF upon establishment in July 2024.

In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. DCYF will be established in July 2024 and fully staffed by July 2025.

The incumbent serves as the Chief Compliance Officer (CCO) over funding, programs, and services of significant complexity and scope at the Department of Children, Youth, and Families (DCYF). The CCO is responsible for development and implementation of strategies to effectively integrate the agency's compliance efforts to achieve the agency's objectives.

This position leads and provides oversight, direction, and coordination for all of the agency's compliance activities, including, but not limited to: monitoring organization and program compliance with regulations; developing and implementing strategies that support compliance with federal and state regulations; overseeing, assessing, and managing risk; establishing effective monitoring and auditing; addressing noncompliance with corrective action and mitigation plans enforcing standards; developing lines of effective communication; and reporting on compliance activities.

This individual will also serve as the agency's Chief Ethics Officer and provide direct support to the Commissioner's Office and executive leaders and staff regarding ethics, conflicts of interest, and agency policy issues. This also includes the development and execution of the ethics program at DCYF.

Qualifications

Minimum Qualifications

Experience managing teams, including providing leadership and management through change.

AND

5 years of compliance and/or quality improvement experience while managing programs, including strategic planning and directing the work of staff. Experience must demonstrate:
  • Experience managing multiple projects using project management methodology including all principles involved in planning, executing, controlling, evaluating, and closing projects.
  • Experience collecting and analyzing large amounts of data and using the data to create reports and dashboards.
  • Experience with compliance programs, plans, policies, procedures and performance improvement activities.
  • Knowledge of state and federal rules, regulations and legal procedures covering a wide variety of topics and subjects related to human service or social service programs.
  • Ability to develop internal and external relationships sufficient to work with and influence different constituencies with diplomacy and build and support diverse teams in a respectful and inclusive manner.
  • Experience working with programs that serve diverse communities and developing materials to communicate to diverse audiences.
  • Experience working in areas of diversity, equity, inclusion and antiracism in professional settings.

Preferred Qualifications
  • Juris Doctorate or Master's degree or coursework in a field related to compliance, human/social services or public administration.
  • Certified in compliance.
  • Lean six sigma certification or experience with continuous quality improvement methods.
