Job Summary

The Minnesota Department of Health is seeking a passionate team-oriented professional to lead, plan, and administer communications and outreach activities for the Maternal and Child Health (MCH) Section. In partnership with the MCH Section manager and Division Communications Coordinator,

Key responsibilities include:
  • Implementation of a coordinated communications plan.
  • Assist in developing marketing campaigns, website elements, printed and electronic communications; and developing and implementing traditional and social media strategies.
  • This position will lead a cannabis educational and media outreach campaign directed to targeted MCH populations.

The position will be based out of MDH St. Paul office location and is eligible for telework for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Occasional travel to in-person meetings, training, and conferences is expected.

Qualifications

Minimum Qualifications

Two (2) years of experience in communications, marketing, journalism, graphic design, or public relations and include:
  • Expertise in organizing and maintaining content.
  • Experience in utilizing different communication approaches for print, web, digital and social media.
  • Expertise in planning, developing, and implementing effective communication strategies.
  • Experience identifying gaps and opportunities in communication and plans to respond with solutions.
  • Knowledge of applying plain language and digital accessibility tools.

Minimum Qualifications to be assessed at interview:
  • Excellent interpersonal and communication skills.
  • Excellent use of communications methods and techniques of providing information to the public

Master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for one (1) year of experience; Associates degree may substitute for six (6) months of experience.

Preferred Qualifications
  • Bachelor's or advanced degree in marketing, health education, communications, graphic design, public relations, journalism, or a similar field.
  • Knowledge of effective media relations strategies and media advocacy techniques and methods.
  • Media techniques sufficient to select appropriate media methods, promote public health issues and programs through the web, social media, written reports, fact sheets, brochures, audio visuals, and exhibits.
  • Excellent organizational and project management skills.
  • Related experience within a public health agency.
  • Understanding of theories, principles, and practice of public health and policy, systems, and environmental change strategies for population-level health improvement.
  • Knowledge of maternal and child health programs serving Minnesota families.
  • Graphic design (desktop publishing and graphic computer applications skills and abilities a plus).

Additional Requirements
  • This position requires successful completion of a background check and employment reference check.
  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
