Job Summary

As an Evaluation Coordinator, you will plan, implement and report on evaluation and performance management for Service Delivery Transformation efforts across the broader human services system in Minnesota. The incumbent will communicate, inform and provide guidance and expertise to the Department of Human Services' (DHS) and the Department of Children, Youth and families (DCYF) Executive Management, Tribal Nations leaders and County leaders with the overall goal of improving and maintaining accountability and outcomes across Modernization for clients and taxpayers.

Responsibilities include but may not be limited to:

  • Lead and establish goals, objectives, performance measurement and evaluation methodologies, and technical guidance across Service Delivery Transformation efforts to illustrate progress and outcomes across the work and minimize waste.
  • Coordinate, develop, analyze, and report on key metrics identified through evaluation activities so that decision-makers have necessary information to make evidence-based and data-informed decisions.
  • Provide technical expertise to align evaluation and measurement efforts to the Strategic Plan and related priorities.
  • Lead the development of evaluation plans focused on person-centered understanding of people served and make broad recommendations to internal and external partners and other senior leaders across the Collaborative.


Qualifications

Minimum Qualifications

Three (3) years of specialized professional experience in program evaluation principles and practices, performance measurement, business analytics, and/or process improvement.

Experience must demonstrate:

  • Ability to analyze, interpret and communicate data, recommendations and complex technical or statistical information in ways that are meaningful to the requester.
  • Developing logic models, program roadmaps, or theories of change.
  • The ability to design, build and lead research and evaluation activities.
  • Performance measurement and data analysis.
  • Develop and use program and/or outcome evaluation methodologies and present results in a manner that is easily understood.

Preferred Qualifications

Ability to facilitate input from all appropriate stakeholders in the analysis and development of evaluation activities to coordinate implementation and guide partner expectations.
  • Experience leading large-scale initiatives and working with senior leadership teams.
  • Knowledge of DHS programs and their interrelationships and an understanding of human services policy and procedures, and of government functions and relations.
  • A Master's degree in an area related to evaluation, health, human services, or public policy.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
